Welcome to the Los Angeles County Chicano Employees Association (LACCEA). My name is Johanna Hernandez and I serve as President. I’m honored to provide our members with the best legal representation available. Our members are the core of the organization. LACCEA is devoted to providing the best resources, support, and training to ensure we provide excellent service to County of Los Angeles employees.
LACCEA stands for excellence in leadership and integrity in the spirit of community collaboration. We are committed to providing exceptional client services and living the core values of this organization to the fullest. We are dedicated to enhancing workforce development resources, skill-building programs, and wellness education to enhance personal development and career advancement for County employees. Furthermore, we continue to support students’ education by awarding scholarships based on academic achievement and financial need.
Lastly, since our community is essential to our organization, we are excited to announce that we will be launching our first Thanksgiving Turkey giveaway to feed families during the 2023 Thanksgiving season. We aim to bring positive change to the communities where we work and live.

History and Mission
LACCEA CELEBRATING OVER 50 YEARS
Thank you for your interest in the Los Angeles County Chicano Employees Association (LACCEA), which has been fighting for its members and the Latino community since 1969. LACCEA provides legal representation of the highest quality to our members in areas involving County policy, promotions, discipline, and administrative proceedings. LACCEA offers legal representation to Los Angeles County employees who are covered by a Union or who are not represented, such as managers. In many cases, we provide representation to members who wish to have their cases handled by one of our experienced attorneys rather than a union steward or business agent.
Not only does LACCEA provide our members with quality legal representation, LACCEA is also constantly advocating for policies and issues that benefit our members and the Latino community. For example, LACCEA led the fight against unfair restrictions on the awarding of bilingual compensation and also the fight to ensure that Spanish-speaking services are not reduced by the layoffs of certified Spanish-speaking staff.
It is only with the help of committed individuals, such as yourself, that we are able to continue offering high-quality legal representation and continue our advocacy efforts on behalf of our membership and our community. Join over 2,500 Los Angeles County employees by becoming a member of LACCEA. LACCEA dues are only $20.00 a month, which is very reasonable compared to paying thousands of dollars to hire an attorney.

LACCEA has over 2,500 members consisting of Deputy Sheriffs, Firefighters, Probation Officers, Eligibility Workers, Children Services Workers, Doctors, Nurses, Animal Control Officers, Administrative Staff, and many other hard-working professionals employed by Los Angeles County.

John Villa: 2017-2021
On February 9th, 2017, John Villa took over as interim President and was then formally elected at the June 2017 Board Meeting as President by the Board of Directors. During the start of his term, he took over the organization with 2,300 members and growing. During his term, John Villa faced many challenges with the Pandemic and much of the unknown the world was facing then. Unsure of what was ahead, he knew that our members needed us, and he made sure LACCEA would be there.
